Intelligence Without Secrets: Why Regulatory Practice Demands Your Best Tradecraft

The first Northern Region event of 2026 will be a presentation/networking event, featuring Bobby Nesbitt, an experienced intelligence leader and practitioner who has extensive experience working in the regulatory intelligence field.

Regulatory intelligence uses familiar tradecraft to those from national security, law enforcement or defence intelligence, but in an unfamiliar environment; lawful, transparent, multidisciplinary, and closer to everyday life. The presentation will explore why practitioners from any intelligence domain can thrive in this field, why some struggle at first, and how to avoid the biggest traps while amplifying the highest system level impact.

About the Presenter

Bobby Nesbitt is the Manager of Regulatory Intelligence at Te Tari Pūreke, the Firearms Safety Authority, leading the development of New Zealand’s regulatory intelligence capability for firearms risk, licensing, and system stewardship. Having worked, studied and trained in intelligence and operational leadership practice in Australia, New Zealand, Canada and the United Kingdom, Bobby has worked across the New Zealand Intelligence Community, Defence, public health, and land transport, with a focus on integrating intelligence, policy, and operational insight to support coordinated responses to emerging risks.

Bobby has established and led new intelligence functions and capabilities in multiple sectors, built crossagency collaboration in hightrust environments, and contributed to nationallevel operations, preparedness, monitoring, and system improvement. He is particularly interested in how regulatory and operational agencies can use intelligence to strengthen system decisionmaking, improve public safety outcomes, and respond to uncertainty in complex risk environments.
