Following the events of Cyclone Gabrielle, the three Wairarapa Councils requested an external review of their performance in supporting people across the region. The purpose of the review was to identify areas of future work to help improve the response capability of the region. Among the findings, there were several intelligence and coordination failures highlighted, including a lack of pre-event intelligence collection and planning, and inconsistent application of emergency management protocols.
